The Chicago Department of Aviation (CDA) maintains a toll-free noise telephone hotline and a website with an online form for citizens to express concern about particular aircraft events or aircraft noise.
O’Hare noise complaint data is included in monthly Airport Noise Management System (ANMS) reports.
ANMS is a comprehensive system that provides actual measurement of aircraft noise levels in Chicago and suburban neighborhoods near O’Hare and Midway airports. The integrated system includes a network of permanent noise monitors that measure noise environment and is directly connected to the FAA’s air traffic control radar that collects aircraft flight tracks. More than 5 million data points are recorded and stored by the system each day.
The O’Hare Noise Compatibility Commission receives ANMS reports from the city of Chicago and reviews data at general meetings. ANMS data tracks complaints submitted by Illinois residents via telephone to the O’Hare noise hotline (city of Chicago 311 Call Center) or the city of Chicago’s online form.
How to submit a noise complaint via telephone:
Suburban residents dial 1-800-435-9569 (city of Chicago 311 Call Center) and Chicago residents dial 311 to file a complaint about a particular aircraft event or aircraft noise.
How to submit a noise complaint online*:
Go to the CDA website, www.flychicago.com, to enter complaints directly online.
The city of Chicago 311 Call Center does not respond to residents initiating aircraft noise complaints by telephone or online.
Complaints via telephone or email to ONCC are acknowledged; however, these complaints are not recorded in ANMS reports.
*If you try to enter a complaint online and receive an error message, please telephone the O”Hare noise hotline and tell the operator the online page is not working.
