Mayor Arlene J. Mulder

Arlene J. Mulder is the mayor of Arlington Heights, Illinois, a Chicago suburb with a population of approximately 77,000 residents. Her political career began in 1979 when she was appointed to the Arlington Heights Park District Board, where she served for 12 years as commissioner and later president.
Mayor Mulder successfully ran for village trustee and subsequently was elected to her first four-year term as mayor in 1993. She recently won her fifth term in April 2009.
Approached to chair Arlington Heights’ first aircraft noise commission in 1991, Mayor Mulder has never given up her advocacy for reducing aircraft noise. In 1997, suburban leaders elected her as chairperson of the newly formed O’Hare Noise Compatibility Commission, a position she still holds today.
Mayor Mulder is a 2005 recipient of the Jay Hollingsworth Speas Airport Award for her contribution of achieving compatible relationships among O’Hare International Airport and neighboring communities and 2007 Gilfillan Award for her valuable perspectives concerning the environmental impact of aviation on communities.
In 2009, Mayor Mulder served as a panelist on the Quality of Life in Airport Regions (QLair) Biennial Conference in Amsterdam. She currently sits on the Partnership for AiR transportation and Emission Reduction (PARTNER) Advisory Board.
Mayor Mulder also is vice president of the Illinois Municipal League; executive board member of the U.S. Conference of Mayors, and secretary of Metra, the Chicago area commuter rail service.

Dr. Raymond Kuper

Dr. Raymond Kuper has served as
ONCC Vice-Chair since the Commission's inception. In addition, since 1997
he has served as the chairperson
of the School Sound Insulation Committee where he guided the development
of the criteria used to select schools for the
Sound Insulation Program.
Dr. Kuper has worked
in the field of education for over 30 years. He began his teaching career
in the Chicago Public Schools where he taught for seven years. He has had
additional experience in the North and Northwest Chicago suburbs where he
has served as a teacher, assistant principal, principal and superintendent.
Dr. Kuper retired in May 2009 as superintendent of Union Ridge School Dist. 86 located in Harwood Heights, Ill.

Judith Dunne Bernardi

Sound Insulation Committee Vice-Chair Judith Dunne Bernardi is the elected
Village Clerk for the Village of Norridge, where she has served the residents
since 1996. In addition to her
duties as Clerk, Ms. Bernardi is in charge of the Village Hall Staff. She graduated from De Paul University with High Honors and is also a
graduate of the Municipal Clerks’ Institute.
Ms.
Bernardi currently serves on the Boards of Norridge Cares and the
Ridgewood High School Foundation. She is the secretary of the Central Baptist Village Board of Directors. By her previous service as Member of the Board of Directors and Assistant
Thrift Shop Manager, Ms. Bernardi helped to raise money for the Over the Rainbow
Association which builds accessible housing for adults confined to wheelchairs.

Frank Damato

Committee Chair Frank Damato has a diverse career history. He served as First
Deputy Commissioner for the City of Chicago Department of Consumer Services. Mr.
Damato also served as an Alderman and Democratic Ward Committeeman for the City
of Chicago's 37th Ward, and Chairman of the Chicago City Council Aviation
Committee. Subsequently, he was a Commissioner on the Cook
County Board of Commissioners and chaired its Committee on Building and Zoning.
Currently, he is Coordinator of Community and Intergovernmental Affairs of the
Cook County Forest Preserve District.

Joseph J. Annunzio

Joseph J. Annunzio, named chairperson of the Technical Committee in August 2011, has served as an ONCC representative for the village of Niles since 2000. He previously was the committee’s vice chair for two years.
Mr. Annunzio earned a law degree from John Marshall Law School and was deputy chief in the environmental division of the Illinois Attorney’s Office before opening his own firm, Joseph J. Annunzio & Associates, concentrating on environmental law, in 1994. The same year he was appointed adjunct professor of environmental law at John Marshall Law School.
In addition to his role as village attorney for Niles, a community of 30,000 residents, Mr. Annunzio is a member of the lawyer’s section of the Northwest Municipal Conference and chairman of its environmental best practices committee. In 2011 he was appointed Illinois chair for the International Municipal Lawyers Association.
A graduate in music education from Northeastern Illinois University, Mr. Annunzio was a band director in the 1970s and earned a master’s degree in music composition from Roosevelt University in Chicago before pursuing his law career. He plays in a local rock and roll band called Undercover.

Dennis Ryan

Dennis K. Ryan, named Vice Chairman of the O’Hare Noise Compatibility Commission’s Technical Committee in September 2011, has served as ONCC representative for the Village of River Grove since February 2009.
Mr. Ryan is a U.S. Navy disabled veteran who served as a radioman in Vietnam, the Philippines and aboard the aircraft carrier U.S.S. Bon Home Richard. He was a Second Class Petty Officer.
Mr. Ryan holds a bachelor’s degree in real estate and finance from DePaul University, Chicago. He founded the Dennis K. Ryan Realty Companies in 1972 and is a managing broker, builder and consultant.
As an active citizen in River Grove, Mr. Ryan introduced Building Ordinance Code Administration laws in the village and headed up the BOCA inspection department for four years. He was also a part-time police sergeant and radio operator with the village’s Police Department for 15 years. Mr. Ryan is currently vice president of the River Grove Public Library District Board of Trustees.
Mr. Ryan is an advanced class amateur radio operator and has received numerous awards for his volunteer work during disasters and emergencies, including recognition by the American Radio Relay League. He also volunteered for the Village of Melrose Park Emergency Services and Public Safety Department for 20 years.
Mr. Ryan and his wife, Noreen, have lived in River Grove since 1976.

Dr. Robert Lupo

Dr. Robert J. Lupo is currently the superintendent of Ridgewood High School District 234 serving Norridge and Harwood Heights, a position he has held since 2003. Prior to that time he served as an English teacher, Curriculum Coordinator, and Assistant Superintendent.
His teaching career began in 1975 after his graduation from Northwestern University with a BS degree in Secondary English Education. He has been at Ridgewood since 1990.
Dr. Lupo holds a master’s degree in English Literature and a doctorate in Instructional Technology from Northern Illinois University. He also serves as the president of the Rotary Club of Norridge-Harwood Heights, whose mission is simply stated as “Service Above Self.”
In tune with that motto, Dr. Lupo believes the work of the O’Hare Noise Compatibility Commission is important in that its main goal is improving the quality of life of its constituency. This is especially true in the realm of school sound insulation, where the ONCC has accomplished so much.
Ridgewood High School has been a member of the ONCC since 2000. Dr. Lupo has served as a member since 2003.

Brendan McLaughlin

Brendan McLaughlin, appointed Executive Director of the O’Hare Noise Compatibility Commission in March 2010, has a diverse background in public administration, transportation and land use development.
He served as business group leader for the transportation, engineering and development team during his 10-year career with the city of Naperville, Ill. He also was the city’s liaison to the Naperville Development Partnership that oversaw the recruitment of several corporate headquarters located along Interstate 88.
McLaughlin has managed development of residential and mixed-use master planned communities in California’s Central Valley that included construction of a new highway interchange. Most recently, he was city administrator for the United City of Yorkville, Ill.
McLaughlin earned a master’s degree in public administration from Northern Illinois University. He is a member of the International City/County Managers Association and Illinois City/County Managers Association.
